Learner Permit

Requirements for obtaining an entry-level learner permit:

  • You must be at least 15 years old to apply.
  • You will need to visit one of our Driver License offices.
  • You will take a photo upon arrival.
  • You will be required to pass the eye test.
  • Submit a non-refundable fee of $19.00.
  • Bring proof of identity (name and date of birth.)
  • Bring social security card.
  • Bring two (2) documents of Utah residence address.
    • Visit our Required Documentation page for what is acceptable proof of each type of document required. If under age 18, proof of residence can be mail sent to your parent/legal guardian.
  • You will be required to pass a 50-question written knowledge test; study this driver handbook.
  • Bring a parent/legal guardian to sign for financial responsibility (age 17 and under.) At any time, the parent or legal guardian who signed for financial responsibility on the minor’s application can withdraw their signature until the minor is 18 years of age and for any reason.  This action would invalidate the driver license, and the minor could reapply when they reach the age of 18, or if the parent/legal guardian signed a new application, there would be a licensing fee and written knowledge test to reapply.
  • If you are 17 years of age or younger when applying for a Utah learner permit, you must hold the learner permit for six (6) months before being able to apply for a Utah driver license.  However, if you turn 18 during the six (6) month holding period, you may apply for your driver license upon turning 18.  The six (6) month learner permit holding requirement does not apply if you are 18 or older. Note: Learner permits issued from a state other than Utah that is equivalent to the Utah learner permit can be used to meet the six (6) month learner permit holding requirement.
  • Driver education is required for drivers 16-18 years of age. If you are 19+ driver education is not required. You will want to apply for your learner permit prior to enrolling in driver education. Click to read the driver education requirements.

Process:

  1. Complete the driver license application online.
  2. Once you have completed the application, you will be directed to schedule a learner permit appointment for your visit.

If you are 15, 16, or 17, the learner permit entitles you to operate a regular motor vehicle only if:

  • An approved driving instructor, parent, or legal guardian who is licensed, is occupying the seat beside the applicant.
  • The responsible adult, who signed for financial responsibility, who is a licensed driver, is occupying the seat beside the applicant.
  • The learner permit must be in the applicant’s immediate possession.

Other passengers are permitted in the vehicle when the above conditions have been met.

If you are 18+ years old, the learner permit entitles you to operate a regular motor vehicle only if:

  • A person 21 years or older, who must be a licensed driver, is occupying the seat beside the applicant.
  • The learner permit must be in the applicant’s immediate possession.

Other passengers are permitted in the vehicle when the above conditions have been met.

The $19.00 fee for the learner permit entitles the applicant to not more than three (3) attempts to pass the written knowledge test within one (1) year.  After three (3) attempts, the applicant will be required to pay an additional fee.

You may renew a learner permit or replace a lost learner permit by paying a $19.00 fee and completing the application/appointment process again.  However, all documentation you furnished for your original learner permit is on file and is not required to obtain a renewal or duplicate learner permit.
