Driving Privilege Card (DPC)

Eligibility
Persons who are not U.S. Citizens and cannot establish lawful presence, or who are here as a parolee, advance parolee, or humanitarian parolee.
Age Requirement
To apply for a DPC you must be at least 16 years of age. If 16-17 read the Teen Driver Restrictions page.
Written Knowledge Test
Required to pass a 50-question closed-book test if never licensed, or a 25-question open-book test if previously licensed.
English Only
All tests are administered in English only; the use of translation materials is strictly prohibited.
Out-of-State/Country Transfer
A valid license from another state/country is accepted as proof of a driving privilege; U.S. state license must be surrendered upon application.
Translation
Foreign documents must be translated to English by a certified translator.
Parents signing for financial responsibility
A parent or legal guardian is required to sign for financial responsibility for the minor driver who is under the age of 18. If at any time the parent or legal guardian would like to withdraw their signature, the action would invalidate the driver license, and the minor driver would need to wait to reapply until they reach the age of 18. There would be a licensing fee and a written knowledge test to reapply.
STEPS
Gather Your Documents For Your Original DPC:
- Current U.S. state or country driver license.
- If you have never been licensed anywhere in the world, the first step is to apply for a learner permit. When you have completed the learner permit requirements, come back to this page and follow the steps to obtain your original DPC.
- Proof of identity, social security number/ITIN, and Utah address. Visit our Required Documents page for what is acceptable proof.
- Fingerprint card and photograph from Local Agency.
- Has your name changed? Click for more information on what documents to bring.
- Current U.S. state or country driver license.
Submit Application and Schedule Appointment:
- You will need to schedule an appointment to visit a Driver License office to complete the process of obtaining your original DPC.
Apply for Original DPCArrive For Your Appointment:
- Have your appointment confirmation number ready to check in at the front desk.
- Take a photo.
- Take a number.
- Present documents to the examiner.
- Complete the eye test.
- Pay the non-refundable fingerprint fee of $30.00, plus the licensing fee of $32.00.
- Have parent/legal guardian sign for financial responsibility (if under 18.)
- If you presented a U.S. state or country driver license, you will take a 25-question open-book written knowledge test. (Jump to step 7; steps 4, 5, and 6 do not apply to you.)
- If you fail the written knowledge test, you must schedule a new appointment to retake the test.
Traffic Safety and Trends Exam:
- Only required for applicants who have never been licensed anywhere in the world.
- Complete this online training and exam after you have passed the 50-question written knowledge test at the Driver License Division.
- You need your learner permit/DPC license number to register.
- Must pass with 100%.
Driving Skills Test:
- If you completed the learner permit requirements and you are ready for the driving skills test, you have two options:
- Complete the driving skills test at the Driver License Division, click to schedule an appointment; or
- Complete the driving skills test with a Third-Party Tester. Once complete, return here and schedule an appointment to obtain your license.

Arrive For Your Driving Skills Test/License Appointment:
- Have your appointment confirmation number ready to check in at the front desk.
- Have your learner permit.
- If you are taking the driving skills test at the Driver License Division, you should have driven your vehicle and be ready to test.
- If you completed the driving skills test with a third-party tester, they should have submitted your results electronically to the Driver License Division.
When Do I Get My DPC?
- After you have passed all required testing, you will be given a temporary no-privilege document that is a receipt only.
- The completed DPC will be mailed to you in approximately 4-6 weeks and will expire on the birth date in the first year from the date the card was issued.
