HB 59 - Identification Verification Amendments - Effective May 6, 2026
- When a court designates an individual as an interdicted person, the court may require the individual to surrender their Utah driver license or Utah identification card.
- An individual who voluntarily applies for a driver license or identification card with an interdicted person qualifier is not required to pay an administrative fee.
HB 118 - Driver Training Schools for CDL Amendments - Effective May 6, 2026
- Requires a CDL applicant to sign a form attesting to the applicant’s English language proficiency;
- Converse with the general public.
- Understand highway traffic signs and signals.
- Respond to official inquiries.
- Make entries on reports and records.
- Requires a CDL third-party tester or third-party examiner to notify the division when an application fails a CDL skills test due to the applicant’s English proficiency.
HB 128 - Traffic Amendments - Effective May 6, 2026
- Removes the requirement to signal intention to turn when navigating a roundabout.
HB 381 - Electric Bike Amendments - Effective May 6, 2026
- Amended the motorcycle definition by including a motorcycle being powered by an electric or combustion engine.
- Requires individuals under 21 to wear a helmet.
- Creates a safety course for the operation of certain electrical devices.
SB 22 - Minor Driving Hours Amendments - Effective May 6, 2026
- Clarifies that a stepparent or foster parent can supervise a minor with a learner permit.
- Used in 53-3-210.5, parent is defined as an individual's parent, stepparent or foster parent.
SB 275 - State-Endorsed Digital Identity Program Amendments - Effective May 6, 2026
- Creates the State-Endorsed Digital Identity Program within the Department of Government Operations.
- Provides for the repeal of the electronic license and identification card upon sunset review on January 1, 2027.
HB 52 - Tribal Endorsement of Utah Driver License Amendments - Effective January 1, 2027
- Allows an applicant to request a notation of “Federally Recognized Tribal Member” on the driver license or identification card.
- Applicant will provide satisfactory proof to the DLD of being a member of a federally recognized Indian tribe.
