Non-Domiciled CDL

As of January 20, 2026, and in conjunction with FMCSA's annual review of Utah's CDL Program, Utah is pausing the issuance of non-domiciled CDLs until further notice.
Eligibility
Persons who are not U.S. Citizens and have lawful presence are eligible. DPC applicants are not eligible.
Age Requirements
To apply for a CDL license, you must be at least 18 years of age and have held a Class D license for one year.
English Only
All CDL tests are administered in English only; the use of translation materials is strictly prohibited.
Translation
Foreign documents must be translated to English by a certified Translator.
Out-of-State/Country Transfer
A valid CDL from another state (not a country) is accepted as proof of a CDL; it must be surrendered upon application.

STEPS
Gather Your Documents for Your Non-Domiciled Original CDL:
- Current driver license. Out-of-country foreign CDLs are not accepted as proof of a commercial driver license.
- Bring proof of lawful presence, I-94 admittance document:
- H-2A;
- H-2B; or
- E-2
- Bring your unexpired foreign passport to provide proof of identity.
- Bring your social security card or proof of ineligibility to obtain a social security number.
- The Medical Examiner's Certificate (MEC) should be electronically submitted by your doctor. Please contact Customer Service at 801.965.4437 to verify it has been added to your record.
- Address verification (2) if you have moved from your last known Utah address on file. Click for more information on what documents are accepted.

Submit Application and Schedule Appointment:
- You will need to schedule an appointment to visit a Driver License office to complete the process of obtaining your non-domiciled original commercial driver license.
- Currently, our Farmington, Logan, and Tooele offices do not process CDLs.
Apply for Non-Domiciled Original CDLArrive For Your Appointment:
- Have your appointment confirmation number ready to check in at the front desk.
- Take a photo.
- Take a number.
- Present documents to the examiner.
- SAVE verification will be run to verify your document status. (This process may take up to 14 days or longer.)
- Complete the eye test.
- Pay the non-refundable fee of $52.00, plus each endorsement fee of $9.00; motorcycle endorsement is $18.00.
- Take any required written knowledge tests and pass to receive the commercial learner permit.
CDL Driving Skills Test:
- You have two options:
- Complete the driving skills test at the Driver License Division, click to schedule an appointment; or
- Complete the driving skills test with a CDL Third-Party Tester. Once complete, return here and schedule an appointment to obtain your license.
- Before the driving skills test, you should have held your CDL learner permit for 14 days, completed the ELDT course, and read sections 11, 12, and 13 of the CDL Handbook to prepare for the driving skills test.
- You have two options:
Arrive For Your Driving Skills Test/License Appointment:
- Have your appointment confirmation number ready to check in at the front desk.
- Have your CDL learner permit.
- If you are taking the driving skills test at the Driver License Division, you should have driven the appropriate vehicle for the type of class you are applying for.
- If you completed the driving skills test with a Third-Party Tester, they should have submitted your results electronically to the Driver License Division.
When Do I Get My Non-Domiciled Original CDL?
- When you have passed all testing, you will be given a temporary license the same day.
- The completed non-domiciled commercial driver license will be mailed to you in approximately 4-6 weeks and will have an expiration date of the "admit until date" or one year, whichever is sooner; not to exceed one year on the non-domiciled CDL license.
Attention: By law, you may not possess more than one REAL ID-compliant certificate at a time (e.g., a Utah license and a Colorado ID.)
