What is a Commercial Driver License (CDL)?

This license allows you to drive a commercial motor vehicle (CMV).  A CMV is a motor vehicle used in commerce to transport passengers (16 or more, including the driver), or property with a gross vehicle weight rating (GVWR) of 26,001 pounds or more, or a gross combination weight rating (GCWR) of 26,001 pounds or more, including a towed unit with a GVWR of 10,001 pounds or more.

STEPS REQUIRED WHEN APPLYING FOR A CDL

  1. READ: To determine the class of license you need (Class A, B, or C), read the CDL Handbook.  Pages 11 and 12 have charts to help you determine the class of license and what sections you should study in the handbook.
  2. FORM: Complete the Medical Examiner's Certificate form.  This form must be submitted by your medical examiner prior to your CDL appointment.
  3. APPOINTMENT: Complete the license application and schedule an appointment at the Driver License Division for your original CDL.  Finish reading the following steps and then come back here and select U.S. Citizen or Non-Domiciled to start the licensing process.
  4. WRITTEN TESTS: Take and pass all of the required written knowledge tests and receive your CDL learner permit (permit is good for 180 days.)
  5. TRAINING: Complete the ELDT course.
  6. READ: Study sections 11, 12, and 13 of the CDL Handbook to prepare for the driving skills tests.
  7. DRIVING TESTS: The driving skills tests can be taken at the Driver License Division or a CDL Third-Party Tester.
  8. LICENSE: You are now ready to drive with your CDL.

As of January 20, 2026, and in conjunction with FMCSA's annual review of Utah's CDL Program, Utah is pausing the issuance of non-domiciled CDLs until further notice.
