Non-Domiciled CDL
Renewal
On September 29, 2025, the Federal Motor Carrier Safety Administration (FMCSA) published an interim final rule requiring states to pause the issuance of limited-term Commercial Driver's Licenses (CDLs) until they comply with the new rules and regulations. The State of Utah resumed issuing non-domiciled licenses on November 3, 2025.
Renewal Period
You can renew your Non-Domiciled CDL up to six months prior to its expiration.
Renew Online
Non-Domiciled CDL license holders are not eligible to renew online.
Address Change
Must appear in person to obtain a new license within 30 days of moving.
Written Knowledge Tests
If your commercial driver license has been expired for more than six months, you will be required to take all CDL written knowledge and driving skills tests to renew.
If you have had more than four citations in five years, you will be required to take a regular Class D 25-question open-book test.
The written knowledge test for school bus (S) and hazardous materials (H) must be completed at each renewal of the license.
STEPS
Gather Your Documents For Your Non-Domiciled CDL Renewal:
- Current Utah non-domiciled CDL.
- Bring proof of lawful presence, I-94 admittance document:
- H-2A;
- H-2B; or
- E-2
- Bring your unexpired foreign passport to provide proof of identity.
- Address verification (2) if you have moved from your last known address on file.
- Bring the completed Medical Examiner's Certificate form.

- If you are an active duty military service member, your non-domiciled CDL will expire 90 days after discharge. Discharge documentation is required when renewing.
Submit Application and Schedule Appointment:
- You will need to schedule an appointment to visit a Driver License office to complete the process of renewing your non-domiciled CDL.
- Currently, our Farmington, Logan, and Tooele offices do not process CDLs.
Apply for Non-Domiciled CDL RenewalArrive For Your Appointment:
- Have your appointment confirmation number ready to check in at the front desk.
- Take a photo.
- Take a number.
- Present documents to the examiner.
- SAVE verification will be run to verify your document status. (This process may take up to 14 days or longer.)
- Complete the eye test.
- Pay the non-refundable fee of $52.00, plus each endorsement fee of $9.00; motorcycle endorsement is $18.00.
- If required because of suspensions, expired more than one year, or multiple citations, you will take the written knowledge test(s).
When Do I Get My Non-Domiciled CDL?
- A temporary CDL will be issued on the same day.
- The completed non-domiciled commercial driver license will be mailed to you in approximately 4-6 weeks and will have an expiration date of the "admit until date" or one year, whichever is sooner; not to exceed one year on the non-domiciled CDL license.
- If you renew before your 21st birthday, the non-domiciled CDL will be labeled minor. The system will not label it adult until the day of or after your 21st birthday.
Attention: By law, you may not possess more than one REAL ID-compliant certificate at a time (e.g., a Utah license and a Colorado ID.)
